This utility is designed as a fix for speaker systems that respond slowly to Dolby Digital signals, this results in the first part of some sounds being clipped and only partial sounds being heard or the sound not being heard at all.  This utility constantly repeats a sound file that contains silence providing a continuous Dolby Digital signal.
